Temporary Event Notices
A Temporary Event Notice (TEN) is a
notification given by an individual to
Melton Borough Council giving notice of an event
that is to take place. TENs replace the existing 'occasional
permissions' and 'occasional licences' systems and
relate to temporary events with less than 500
attendees where any of the above 'licensable
activities' are planned to take place.
TENs can be given for premises
that already hold a Premises Licence or
a Club Premises Certificate, for example to use a
pub for an event involving regulated entertainment such as for a
wedding party, where the premises licence does not
authorise such a provision of regulated entertainment. It
could also be used where the premises wants to stay open later
than is specified on their Premises Licence for a particular
event. A TEN costs £21.
The main criteria for a TEN are as
follows:-
- 10 working days notice is required
- The premises user (the person making the application)
must be over 18 years old
- Personal licence holders may give up to 50 notices per year (a
year being classed as a calendar year)
- Non Personal Licence holders may only give up
to 5 notices per year
- Each event may last no more than 96 hours and there must be at
least 24 hours between events
- No premises may be used more than 12 times per calendar
year
- No premises may be used for greater than 15 days per calendar
year in total. (Note that an event spanning midnight is
classed as covering two days. Similarly a
TEN spanning New Year counts as a TEN in both
years)
- No more than 499
persons (which includes staff) may be
present
This is not an exhaustive list of conditions;
these can be found in the notes that accompany a TEN form. TEN
forms can be completed and printed off below.
For events you intend to hold at premises
other than your own, for example in village halls, it is good
practice to consult with the premises owners before
obtaining your Temporary Event Notice. This is because
there are limits to the number of days per year any one premise can
have TENs. In addition it is possible that the premise may already
be licensed for the activities and times you require.
Only the police may intervene to prevent an
event covered by a TEN notice taking place or agree a
modification of the arrangements for such an event and then only
on crime prevention grounds. The premises user is required to
provide both Melton Borough Council and the Chief Officer of Police
with a notice at least ten working days prior to the event
commencement date.
Application Procedure
- Complete the Temporary Event
Notice form in full. The notice giver must be an
individual.
- Take two copies of the TEN.
- Forward the original and one of the copies to Melton
Borough Council with your payment of £21. Without the payment
the TEN is invalid.
- The remaining copy must be forwarded to Leicestershire
Constabulary
- These copies must all arrive no less than 10 working days
before the first day of the event. Neither we nor the Police have
any discretion to accept any TENs arriving with less than 10
working days notice.

day of receipt nor the first day of the event)
Provided the TEN is in order and the limits
for the individual and the premises have not been exceeded (see
above), the Licensing Authority will endorse one of your copies and
return this to you. This will then be your permission for
the event.
Should the Police have
any concerns about your TEN they have 48 hours from being
served with the notice to object. A Licensing Committee hearing
would then be convened to decide the application.
