Street Collection Licence
If you intend to collect in an outside area to
which the public has access and from which they cannot be
excluded (by, for example, closing a gate or door), you must
obtain a Street Collection Permit from the Council. This type
of activity is covered by the Police, Factories etc (Misc.
Provisions) Act, 1916 (as amended by section 251 and Schedule
29 to the Local Government Act 1972).
The collections normally take place within
Melton Mowbray town centre. There is no charge to register but
applicants must check that the day(s) they want to collect on are
available as generally only one collection is allowed per day per
area.
Once the collection has taken place, a return
will be required showing how much has been collected and how the
monies have been allocated.
Conditions
Some of the main conditions of the permit are:
- A collector must remain stationary whilst collecting and two
collectors must not be nearer to each other than 25 metres, unless
in connection with a procession.
- Collectors must be at least fourteen years of age and must be
adequately supervised under the age of sixteen years.
- All collectors must carry a collecting box which should be
numbered consecutively and securely closed and sealed to prevent
them being opened without the seal being broken.
- Every collector must deliver the opened box to the
promoter.
- All collecting boxes must display the name of the charity or
fund to which is to benefit.
- No payment is made to any collector or any person connected
with the promotion of the charity or no payment taken out of the
proceeds of a collection to any other person connected with the
promotion.
- You must be collecting on behalf of a charitable organisation
and we would therefore expect that the application is made by the
charity themselves.
After the Collection
Within one month after the date of the
collection the applicant must forward to Melton Borough Council:
1. a form
of statement showing the amount received and the expenses and
payments incurred in connection with the collection and certified
by that person and either a qualified accountant or an independent
responsible person acceptable to Melton Borough
Council.

of the amounts contained in each collecting box
